WBO’s Paco Valcarcel. 
World Boxing Organization president Francisco “Paco” Valcarcel has praised former WBO super bantamweight champion and 2012 “Fighter of the Year” Nonito “The Filipino Flash” Donaire for undergoing voluntary drug testing. 

In response to a question from this reporter on the stand of the WBO on random drug tests in view of the growing concern over fighters using performance enhancing drugs, Valcarcel cited specific provisions in the organization’s rules one of which states that “The World Boxing Organization encourages all Local Boxing Commissions to conduct anti-doping tests before or after the fight. If the Local Boxing Commission conducts the tests, they shall be administered in accordance with the rules and regulations of the Local Boxing Commission.” 

The rule states that “The WBO encourages the Host Commissions to adopt and administer drug testing, and under WBO Rule 28(c), the WBO will follow the host Commission’s determination based on the testing results for the award of the WBO Championship if the Host Commission determines that a WBO Participant is disqualified for failing to comply with the anti-doping requirements of the Host Commission.” 

Valcarcel pointed out that the WBO “takes our responsibilities very seriously. The WBO has worked with Host Commissions in every country where WBO Championships are contested. The WBO does countenance drug use or PEDs. These issues are matters within the primary jurisdiction of our Members, the Host Commission. The WBO continuously shares the WBO’s perspectives and experience with the Host Commission and the WBO and the Host Commissions mutually support each other to create a respectful atmosphere where all aspects of officiating, administration, regulation and sanctioning are focused on the unified objective of achieving the most fairly and professionally conducted Championship we can accomplished. The purposes and policies of the WBO Championship Rules and the ABC Uniform Rules are all directed with one objective: that the true winner in the ring wins the WBO Championship.” 

In commending Donaire for his voluntary random drug testing, the WBO president said Donaire was “the first Boxer in the world to complete VADA testing on July 8, 2012. His open and proactive example to boxers world-wide adds to his stature and accomplishment and contributes to Nonito Donaire example as a paragon of clean competition and sportsmanship.”
